Rosstat CPI connector: monthly national ratios and annual KIPC detail.
Rosstat publishes two useful, complementary workbooks on its consumer-price page. The monthly workbook carries all items and three broad aggregates from 1991 onward. Its values are ratios whose comparison period equals 100, not percentage changes, so 100.5 is stored as 100.5 rather than as 0.5.
The annual workbook reaches individual representative products in Russia's KIPC classification. The source splits it at 2023, when both the hierarchy and some codes changed. Those two sheets deliberately become separate taxonomies: similar-looking codes are not silently spliced across the break.
Rosstat currently serves a certificate chain that the standard Windows/Python trust stores on the collection host do not recognise. Fetching therefore disables transport-chain validation for this one host, then validates the downloaded XLSX structure, sheet set, periods, hierarchy size, and ZIP format before any bytes can enter the archive. This is a transport workaround, not permission to accept an arbitrary response.
